I thought it would be useful to share some points of clarification that we have been given following the announcement on Monday to allow residential and camping activities to recommence from 21 June. Note that residential activities are not specifically indoor, and the term covers camping too.
Risk Assessments
- This is a significant change, so Risk Assessments will need to be updated and approved (where applicable) if groups are considering residential activities.
- As per POR, group / section risk assessments for residential activities need to be submitted to your DC in advance of the event.
Numbers
- Maximum group size is 30 young people plus leaders.
- The number of leaders needs to be proportionate.
- Maximum group size for adults only residential events is 6 (and this applies to Network too).
- The 30 young people (bubble) should ideally belong to the same section; however, it is accepted that smaller sections may need to join together.
- Young Leaders count in the numbers for young people, and specifically not leaders.
- Large events of 100+ are not allowed and are not expected to be allowed before Autumn (this should not be interpreted that they will be allowed then – guidance will be updated over summer to clarify future expectations).
Multiple ‘bubbles’
- Where there are multiple bubbles of 30, for example at a campsite, they must have an independent programme.
- Multiple bubbles can use a support team for such as catering or first aid, and that team can provide for both bubbles but should limit contact. eg. meals would need to be served separately to each bubble with thorough cleaning in between.
- Any support team(s) should form their own bubble(s) (rule of 6 applies) and not be part of any other bubble on site.
- Activity staff / instructors can mix between bubbles in the same way as described above.
- Bubbles must not mix during activities or free time and events such as campfires that bring people together are not permitted (other than for the single bubbles).
Showers / Toilets
- Consideration needs to be given to facilities such as toilets and showers – it might be that there is a rot for showers, particularly where there is a communal area to get in and out, or numbers may need to be limited to maintain social distancing.
Sleeping
- Maximum 6 young people per room / tent.
- Adults need to have their own tent / room / space (unless they are in the same family bubble eg: Husband and Wife).
- Social distancing needs to be considered, but it is accepted that this is difficult when people are sleeping. Example given was that those using patrol tents may have 4 young people in but sleep them head to toe with bags between to reduce close contact and movement in sleep.
Travelling
- Bubbles can be transported by minibuses and coaches (but there must not be multiple bubbles on same transport).
- If anyone travels across borders (eg to Wales o Scotland), the strictest rules apply.(whether they are your home rules or that of the place you are travelling to)
- International events are not permitted before January 2022.
Testing
- Lateral flow testing is required by groups for all participants over the age of 11 prior to an event and every 48-72 hours thereafter for longer events.
- Testing kits are available from pharmacies, doctors, local testing centres and it is possible to obtain them for longer events, if necessary, by contacting the Track and Trace Service.
- Testing is a group responsibility, and it is not expected that campsites / activity centres to provide or have a stock of kits or administer testing.
